Harbor's Engineering Division is led by Andrew Rike, P.E, and Principal. The Engineering Division offers clients consulting in Civil Engineering, Engineering assistance in Environmental projects, and most recently has added land surveying to our mix of services. At Harbor, our Engineering and Environmental Divison's work closely together on most projects. Our team consists of skilled, experienced professionals that allow us to provide quality service and solutions for our clients.
Andrew Rike, P.E.
Mr. Rike is Principal and serves as Secretary on the Board of Directors at Harbor. Mr. Rike is a production-minded and quality-oriented Professional Engineer registered in Arkansas, Oklahoma, Missouri, Illinois, Kansas, Louisiana, Ohio, Texas and Colorado. Mr. Rike practices Civil and Environmental Engineering with a focus on water and wastewater design and permitting. He also has broad experience in the areas of roads, drainage, structural, site design, estimating, construction supervision, construction QA/QC, project funding and safety, as well as air and hazardous waste permitting. He works with municipal, commercial and industrial clients on design and permitting products and maintains good relationships with regulatory, government and funding entities. Mr. Rike has also developed numerous SPCC and SWPP Plans, as well as OSHA safety plans and programs.

Carl Meurer, P.E.
Carl J. Meurer, P.E., joined his company, Blaylock Threet Engineers, with Harbor in February 2015. His vision was to consolidate Blaylock Threet’s own diverse set of skills and services with Harbor’s to provide even more breadth of services to his clients. During the 30+ years of leading Blaylock Threet, Carl has assisted clients throughout the state of Arkansas in the design and construction of numerous water supply and treatment systems; distribution systems, wasterwater collection and treatment facilities and instrumentation and control systems. An alumni of the University of Arkansas, Carl has served as former Vice President on the Arkansas Consulting Engineers Council and as a committee member on the Arkansas State Board of Health’s, Drinking Water Advisory and Operator Licensing Committee.
Senior CADD Designer
Mr. Smith has 27 years of AutoCAD drafting experience in fields including architectural, civil, mechanical and manufacturing. Adam also has experience in civil construction inspection, surveying data collection and manufacturing plant layout. He also performs asbestos inspections when needed as he holds his Asbestos Inspector Certification as well.
Andrew LeBlanc, E.I.
Mr. Andrew LeBlanc is an Engineer in Training with two years of experience and employed in Harbor’s Engineering Division. Andrew has experience in building and fire code compliance, NFPA standards, fire suppression systems, fire alarm systems, and site grading and drainage. Clients benefit from his ability to provide critical code compliance with local and state fire code to ensure commercial projects are compliant with adopted codes and standards as well as maintaining economy. He specializes in design of fire suppression systems, life safety, code compliance, and design reviews of Architectural/Engineering projects
Hayden Vocque, E.I.
Mr. Hayden Vocque is an Engineering in Training with two years of experience and supplements Harbor’s Engineering Division. He has experience with water distribution system design, stormwater drainage design, sewer system design, LRFD bridge design, CPT soil testing, SWPPP reports, cost estimates, watershed analysis, fill placement, culvert installation, bridge deck placements, pile driving, asphalt placements, and design reports.
Johnny Tweedle, P.S.
Johnny Tweedle, P.S., also joined Harbor from Blaylock Threet Engineers in February 2015. Johnny has lead the Survey crew at Blaylock Threet since 1975. The belief’s that Johnny lived at Blaylock Threet, are the same as Harbor; we believe that land surveying is a intricate part of day-to-day engineering activities. Johnny and the survey crew have undertaken almost every type of land and route surveying task available; including land, riparian, hydrographic, control and mining surveys, and FEMA elevation certifications.
CADD Designer & Survey Technician
Mr. David Fields holds an Associates of Applied Science in Drafting and Design and serves as both a AUTOCAD and Civil 3D Designer as well as assisting the Survey Crew as a Survey Technician as needed. David served in the Marine Corp from 2003 to 2007 and brings another valuable resource in engineering design to Harbor to better serve our clients.
Mr. Davis assists project engineers in data collection, design, and evaluation of electrical system information for Arc Flash Analysis and other engineering projects. He evaluates system compliance with both OSHA and NFPA Standards with the oversight of Harbor engineers and safety professionals.
