Ms. Rotenberry is a graduate from the University of Arkansas with a Bachelor of Science in Chemical Engineering. Lisa has 25+ years of experience in consulting and industry. She is a versatile environmental professional with proven success in compliance auditing, monitoring, reporting and evaluation of new and existing facilities. Lisa spent ten years of her career focused on air permitting (minor, major and PSD sources) and compliance across the United States for a wide variety of industries. In addition to air permitting and compliance, Lisa is well versed with regulatory requirements including the Clean Water Act, SARA Title III, EPCRA, RCRA. As Regional Environmental Director, Lisa is responsible for business and program development, project management, and quality review.

Sr. Project Manager
Mr. Carstens has over 22 years of experience as a consulting environmental engineer. He has broad experience in air, hazardous waste, wastewater and stormwater permitting and compliance. Specific experience includes providing environmental consulting services for over 20 years to rocket motor manufacturing plants which included, managing a four-year facility-wide Corrective Measures Implementation program for remediating perchlorate-impacted soils, groundwater and surface water, negotiated major modification of Closure Plan for former open burn facility, transferring regulatory jurisdiction for impacted soils from RCRA Closure to Corrective Action, completed RCRA permit renewal for thermal treatment facility; obtained Part B permit for new waste storage magazine; and, performed multiple RCRA permit modifications, prepared both initial and renewal applications for Title V air permits and obtained numerous air permit modifications for plant expansions and process changes; and, developed compliance programs for four NESHAP rules. Other industry experience includes various manufacturers of appliances, lawn and garden tools, and electrical equipment; lumber mills; specialty chemical plants; feed mills; and, poultry processing plants aiding in expanding their businesses, complying with federal and state regulations, and solving compliance problems.

Tom Huetter, P.G.
Mr. Huetter is a licensed Professional Geologist with an extensive background in environmental consulting. He also worked for several years as a health, safety, and environmental professional in the upstream oil and gas sector supporting land acquisition, pad construction, drilling, completions, and production. While in this position, Mr. Huetter developed strong working relationships with the US Army Corp of Engineers – Little Rock District, U.S. Fish and Wildlife Service – Arkansas Field Office, and the Arkansas Department of Environmental Quality. As a member of the Harbor team, Tom is a Senior Project Manager working on various projects including Phase I / Phase II Environmental Site Assessments, SPCC plans, wetland delineations and permitting, subsurface investigations and groundwater monitoring

Mrs. Harder is a Senior Project Manager who was been with Harbor since 2011. Liz is a Certified Energy Manager (CEM) and has authored multiple peer-reviewed journal articles. She graduated Magna Cum Laude from Hendrix College and has a Master of Science in Environmental Sciences and Engineering from the University of North Carolina. Liz works primarily on air permitting projects including building complex air dispersion models, compiling air permit applications, evaluating facilities and sources for Federal NSPS and NESHAP compliance, and developing records keeping compliance tools for permitted facilities. Liz is also prepares Toxic Release Inventory (TRI) reports, Tier II Hazardous Chemicals Inventory Reporting, Risk Management Plans (RMP), Annual Hazardous Waste reports for RCRA, NPDES permits including SWPPPs, and NEPA Environmental Assessments.
Ms. Hanson has over 16 years of experience as an environmental and safety professional working in general industry and the nuclear industry. After obtaining a dual Bachelor of Science degree in Biological Sciences and Marine Biology & Ecology from the Florida Institute of Technology, she obtained her Masters in Environmental Science from Indiana University. Ms. Hanson gained valuable experience providing environmental compliance guidance during operations and closure, including demolition at Pine Bluff Chemical Disposal Facility in Arkansas, in accordance with RCRA, NPDES, and CAA permits. She also has extensive project management, permitting, safety, and training experience, including projects in the nuclear and manufacturing industries.

Patricia (Pat) Biter
Pat is a 23-year manufacturing health and safety professional who began her career at General Motors as an education and training coordinator then advancing to senior industrial engineer. In 1991, she then moved to Nissan leading in several different capacities over the last 20 years as Safety Engineer, Manager-Medical Management, Manager of Safety for Manufacturing, and finally Manager of Safety for Non-Manufacturing and Compliance.
Most recent duties included the development and deployment of comprehensive safety and health program for 50 non-manufacturing sites in the US. Audits indicate an over 300% improvement in compliance and an incident rate reduction of 67%. Deployed a key strain/sprain reduction program, which resulted in a 75% reduction in associated incidents within two years, and has been sustainable for over five years. During her leadership as a Manager of Safety for manufacturing sites, Pat was responsible for the development and deployment of the day-to-day safety and health initiatives for over 10,000 employees, as well as new model planning and equipment buy-off installation. Due to her experience as Manager – Medical Management while at Nissan, she recently assisted a large international manufacturing client with strategy alignment, analysis, and reporting to reduce and manage risk for employees. She continues to provide Harbor’s clients with a breadth of knowledge in developing and refining safety protocol and ergonomic workplaces.
Pat has a Masters in Management Administration and Bachelor’s of Science in Industrial Management and is also an OSHA Authorized General Industry Trainer. She and her husband reside in Murfreesboro, TN.

Jamie Finley, ASP
Jamie has over 16 years of experience in occupational safety with specific technical expertise in Process Safety Management (PSM) and a specialty focus on ammonia refrigeration. She has managed projects throughout her career utilizing her experience and knowledge of the Occupational Safety and Health (OSHA) standards, IIAR Codes and Standards, and regulatory requirements of EPA’s Risk Management Plan. Jamie routinely serves as the leader of Process Hazard Analysis (PHAs) utilizing methodologies appropriate to the specific process. She has conducted hundreds of PSM/RMP third-party compliance audits throughout her career. She has served as lead investigator on numerous ammonia refrigeration release incidents that impacted personnel, as well as, the environment to determine root causes and provide solutions for the prevention of recurrence.

Mr. Dollar obtained his Bachelor of Science in Geology in 2018 from Arkansas Tech University. Michael has over 10 years of experience in the logistics of food distribution and recently in the environmental regulatory field. Serving as both Project Manager and Staff Geologist, he has experience in the preparation of environmental reports, site inspections, and project management-related stormwater and subsurface investigations. Clients benefit from his abilities and attention to detail for their environmental compliance requirements.
